Professor Lukasik approved by State Board of Education to serve as a Hearing Review Officer

RALEIGH, N.C. – Campbell Law Assistant Professor of Law Lisa Lukasik has been approved by the State Board of Education to serve a three-year term as a State Hearing Review Officer in special education litigation. Lukasik’s term will run until Aug. 5, 2016.

“I am honored and humbled by this appointment, and I look forward to serving the children, families, educators, administrators, and schools of North Carolina to the best of my ability,” said Lukasik.

In 1990, the North Carolina General Assembly established a two-tiered administrative hearing and review system for special education due-process claims. Any party who disagrees with the decision of an Administrative Law Judge from the Office of Administrative Hearings in the first-tier of administrative review may appeal that decision by filing a written notice of appeal to the State Board of Education through the Exceptional Children Division. Hearing Review Officers are then assigned to hear and decide cases in a second-tier review.

Hearing Review Officers are required to complete six hours of certification training in federal law and state policies related to the education of students with disabilities.

Lukasik earned her undergraduate degree with honors from Washington University in St. Louis, where she graduated as a member of Phi Beta Kappa. She earned her law degree with honors from the University of North Carolina at Chapel Hill School of Law, where she graduated as a member of the Order of the Coif. Her recent scholarship on public school law appears in the North Carolina Law Review and the Virginia Journal of Social Policy and the Law.

Prior to Campbell Law, Lukasik served as a Clinical Assistant Professor of Law at the University of North Carolina at Chapel Hill School of Law, practiced education law at Tharrington Smith LLP, and clerked for the Honorable Willis P. Whichard, former dean of Campbell Law, on the Supreme Court of North Carolina.
